SENIOR TESTING ANALYST

General Functions
   The Senior Testing Analyst serves as an internal consultant to all County departments with specific expertise in selection and promotional assessment processes. Responsibilities include determining the type of assessments utilized based on the duties and requirements of the target position and creating or selecting and administering assessments. The incumbent provides expertise on organizational impacts of hiring decisions and interpretation of compliance of hiring processes and decisions with existing federal, state and local laws. May supervise other human resources staff.

The Senior Testing Analyst is also responsible for recommending and managing outside vendors and consultants associated with personnel selection and human capital development.

Work requires independent judgment and is performed under the general supervision of a Human Resources Administrator or HR Advisor.
 
Representative Duties /Assignments
  
  • Develops, administers and analyzes assessment tools for employee selection, promotion and development.
  • Acts as an internal industrial and organizational development consultant for selection, employee development and general HR issues.
  • Oversees the administration of computer-based testing and the Performance Based Interview (PBI) assessment tool throughout the County.
  • Performs statistical analyses of recruitment flow and test results to ensure their proper utilization and compliance with EEOC standards.
  • Oversees the work of outside vendors/consultants in conjunction with department hiring strategies.
  • Serves as mentor and provides direction and ongoing supervision to the HR Division’s Testing Analyst.
  • Functions as a liaison between the department, Human Resources and other County departments.
  • Creates and maintains records and correspondence regarding entry and promotional testing.
  • Consults with supervisors and employees and provides interpretation of County assessment and selection policies and practices.
  • Provides objective developmental feedback to employees and external applicants when requested.
 
Minimum Qualifications
   Master’s degree in Industrial/Organizational Psychology, Psychology, Experimental and Human Factors Psychology or Human Resources from an accredited institution and three years of professional (FLSA exempt level) experience in testing / assessments to include experience creating and administering selection or other personnel testing, in interpreting complex personnel assessment instruments and applying those results to organizational needs, managing outside vendors and working on diverse project teams.

Strong working knowledge of Statistical Package for the Social Services (SPSS), Statistical Analysis Software (SAS) or similar statistical analysis software.
 
Preferences
   Experience in utilizing Microsoft Word, Excel and Outlook. Professional in Human Resources (PHR) / Senior Professional in Human Resources (SPHR) Certification.
