General Description
Manages and supervises functional areas in Human Resources either centrally or within a department. Supervises and oversees an assigned functional area within Human Resources. Resolves difficult and complex issues relating to policies, procedures and performance. Provides leadership in the design and implementation of Human Resources programs.

Work requires independent judgment and is performed under the general supervision of the Human Resources Director, or the individual within a department that leads the Human Resources function.
 
Representative Duties /Assignments
   Essential Tasks
  • Administers and directs major work programs within human resources.
  • Plans and directs the work of staff.
  • Hires, schedules, trains, develops, and evaluates employees in assigned area.
  • Participates in human resource program development and evaluation and the formulation of general plans and procedures.
  • Prepares and administers the budget for area of responsibility.
  • Assumes supervisory responsibility in the absence of the Human Resources Director.
  • Serves on and/or chairs task forces and committees.
  • Oversees the employee relations function Countywide.
  • Responds to County Administrator’s requests for information.
  • Meets with the Human Resources Management Team to review initiatives, address new human resources needs and actions, develop work plans and assignments and group plans and actions. Meets with HRST to work collectively to address ongoing human resources programs, initiatives and needs.
Department Specific Tasks
  • Performs supervisory functions of human resources staff to include employee training and development, performance evaluations, and work assignments.
  • Develops and interprets department human resources policies.
  • Oversees department’s recruitment, selection and retention processes.
  • Manages department’s payroll processes.
  • Coordinates the dissemination of human resources information to employees.
  • Prepares and provides ongoing analysis of department’s human resources budget.
  • Participates as a member of departmental labor-management initiatives.
  • Provides interpretation of County policies and procedures, collective bargaining agreements and departmental procedures.
  • Develops and oversees departmental employee programs.
  • Coordinates, reviews and responds to claims and other legal inquiries or lawsuits.
  • Oversees departmental training programs.
Specific Tasks for Compensation, Benefits and Recruitment
  • Plans and directs compensation, benefits and recruitment section projects, initiatives and ongoing work activities.
  • Leads compensation team in the development of work plans for biennial review and updating of regular employee and administrative pay plans. Provides guidance as needed on ongoing reclassification and related efforts.
  • Reviews and provides guidance and input to benefits team in preparing for annual benefits enrollment and related activities throughout the year.
  • Works with Senior Analyst and department recruiters to develop new recruitment related initiatives and provide feedback on ongoing recruitment process.
  • Works closely with benefits consultants to review programs and negotiate contracts, prepare and complete RFPs, select new providers and brief officials on benefits plans.
  • Administers human resources services contracts.
Specific Tasks for Employee Relations and Training
  • Participates directly in the administration of the bargaining unit contracts.
  • Assists chief negotiator in all aspects of the labor negotiations process for collective bargaining units.
  • Works with staff to ensure compliance with mandated drug and alcohol testing.
  • Leads in the development and delivery of Countywide training and development programs.
  • Coordinates the response to department requests for training and employee relations interventions.
 
Minimum Qualifications
   Requires a Bachelor’s degree from an accredited institution in Human Resources Management, Business, Public Administration, or a closely related field and eight years of professional (FLSA exempt level) human resources experience in benefits, recruitment, testing/assessments, compensation, employee development/training, employee relations or in an HR generalist role.
 
Preferences
   Master’s degree and professional certification in a related area.
