General Description

Provides paraprofessional human resources services and support under the supervision of an HR Advisor, Sr. HR Analyst or the individual within a department that leads the Human Resources function.
 
Representative Duties /Assignments
   Benefits
  • Assists employees with enrollment and termination of benefits and ensures that payroll deductions are accurate.
  • Maintains accurate copies of employee plan documents for health insurance, life insurance, long-term disability, flexible spending accounts, retirement, and dental plan.
  • Answers routine questions regarding all benefit plans and advises employees of benefits options.
  • Acts as a liaison with insurance carriers related to specific employee concerns or benefits problems.
  • Coordinates and participates in projects/events, such as, annual open enrollment, retiree re-certification, retiree information sessions, benefit briefings, health fairs, etc.
  • Communicates County benefits plans and programs as a part of New Employee Orientation sessions.
  • Provides Beneflex training and serves as the HR representative to departments for issues relating to Beneflex forms and data.
  • Assist and counsels employees regarding Florida Retirement System (FRS) retirement options.
HRIS
  • Maintains Human Resources Information Systems (HRIS) records. Responsible for auditing and maintaining employee files in compliance with the Florida Public Records Act.
  • Makes system entries as required to ensure proper processing of Employee Change Notifications (ECN’s).
  • Conducts quality assurance verifications to ensure accuracy, timeliness and compliance with policies and regulations.
  • Serves as a liaison between employees, departments and the Payroll Department in the resolution of employee records issues.
  • Assists in the administration of compensation programs.
  • Responds to inquiries and employment verification requests from prospective employers and financial institutions.
  • Develops and delivers training on HRIS procedures.
  • Responds to questions regarding correct application of policy, compensation practices and labor agreements.
  • Collects and validates required employment forms during New Employee Orientation sessions.
  • Coordinates special HRIS projects such as reorganizations, reclassifications and contract implementations.
  • Creates ad-hoc, general and custom reports on customer request.
KRONOS
  • Manages KRONOS schedule changes, time reporting, leave tracking and related policy adherence for a department, division or section.
  • Reviews time card entries and ensure all are in compliance with Payroll requirements and Orange County policy; revises entries as needed.
  • Conducts KRONOS training on an as needed basis.
  • Creates and distributes payroll transmittal sheets.
  • Communicates programming problems that may result in payroll transmittal sheet errors.
  • Creates queries and develops management information spreadsheets.
Department-Specific Tasks
  • Coordinates, assists, and counsels employees in benefits enrollment process.
  • Prepares and reviews Employee Change Notices related to changes in employee status.
  • Helps resolve payroll issues.
  • Coordinates and assists in employee training and communication programs.
  • Participates in the recruitment and selection of County employees. May be responsible for recruitment duties to include applicant screening, interviews, selection of applicants, and providing the public with information on the recruitment and selection process.
  • Works in the preparation of statistical reports for management use and review.
  • Coordinates employee incentive and recognition awards.
  • May provide assistance to supervisors in issues related to employee relations, collective bargaining and other substantive areas.
 
Minimum Qualifications
   Requires an Associate’s degree from an accredited institution or the equivalent of two years of full-time undergraduate study and one year of human resources experience in benefits, recruitment, compensation, employee development/training, employee relations, HRIS or in an HR generalist role, based on area of assignment.
