General Description
Performs professional work providing human resources consultative services in multiple areas of expertise with an expanded scope of responsibilities. May serve as HR or HRIS Administrator in their absence. Supervises other human resources staff.

Work requires independent judgment and is performed under the general supervision of a Human Resources Administrator, or the individual within a department that leads the Human Resources function.
 
Representative Duties /Assignments
   Essential Tasks
  • Coordinates major programs, projects or events, solves problems independently and serves as a team leader.
  • Serves as a mentor and role model for peers and is a lead subject matter expert in human resources management or his/her area of expertise.
  • Leads program development efforts and provides training, support and direction to fellow team members.
  • Assists and instructs department personnel in performing various critical duties.
  • Gathers, integrates and analyzes information from multiple sources and disseminates to management and staff.
  • Assists in the design and implementation of major departmental programs.
  • Solves problems related to group processes and team performance, and responds to unanticipated needs and events.
  • Assumes supervisory responsibility in the absence of the HR Administrator, or the individual within a department that leads the Human Resources function.
  • Ensures departmental compliance of federal and state laws, Orange County policy, and collective bargaining agreements.
Department Specific Tasks
  • Counsels staff and provides information on a broad range of human resource areas.
  • Represents department interests on human resources committees.
  • Supervises human resources operations within the department and provides support to assigned HR staff.
  • Advises and assists management team in resolving complex and sensitive employee relations issues to include Equal Employment Opportunities Commission (EEOC) complaints, Family and Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA) requests, unemployment and workers’ compensation claims.
  • Counsels and advises employees on human resources issues.
  • Oversees departmental training initiatives.
  • Provides input concerning budgeting and staffing matters.
Specific Tasks for Recruitment, Compensation & Benefits Advisor
  • Assumes responsibility for the Administrator in their absence.
  • Serves as team leader and supervisor for HR recruitment staff. Provides oversight, training and support in the daily administration of recruitment functions.
  • Provides oversight for Countywide recruitment process. Engages department human resources representatives in researching, developing and implementing effective recruitment strategies that streamline the recruitment process, improving quality of applicants and reducing recruitment time.
  • Works with department human resources representatives and Human Resources Strategy Team (HRST) in the periodic review and revision of recruitment standard operating procedures.
  • Represents Orange County at career fairs and participates in community programs.
  • Consults with management regarding promotional increases and job changes to ensure proper adherence to policies including increase recommendations, avoidance of salary compression and/or other issues.
  • Manages the recruitment and selection process for County Administration, County Attorney’s Office and the Board of County Commissioners. Screens candidates, conducts interviews and recommends qualified applicants.
  • Provides consultation and support to departmental HR representatives and management staff in the administration of and compliance with Title I of the Americans with Disabilities Act (ADA).
  • Partners with HRIS to enhance the use of technology to support compensation, benefits and recruitment functions.
  • Manages and coordinates the County’s college internship program.
  • Works with outside parties in the area of benefits contracts. Assists in Benefits contract negotiation, monitoring and compliance.
  • Coordinates Florida Retirement System (FRS) programs and processes for the County. Helps ensure the County is in compliance with FRS regulations.
  • Works with HR Administrator to design benefits plans and ensure Countywide understanding and compliance.
  • Provides assistance and support to HR Compensation team as special projects and needs arise.
  • Responsible for section reports and recruitment performance measurements queries and analysis.
Specific Tasks for HRIS Advisor
  • Acts as an HRIS project team leader to plan, test and implement new and revised HRIS system upgrades and enhancements.
  • Consults with functional experts in county departments to develop implementation strategy, taking into consideration department-specific needs and overall project goals.
  • Plans, structures and organizes work following established HRIS project methods and processes determining work priorities in accordance with overall project plan, time sensitivity, changing work demands, and Orange County’s policies and practices.
  • Reviews existing systems, initiates application development and process improvements in areas assigned.
  • Develops and defines logical coding methodologies for relational database tables.
  • Identifies and investigates procedural problems, issues, and circumstances and provides recommendations for resolution.
  • Documents and reports on the use of new or enhanced HRIS techniques, methods, processes and practices.
  • Conducts system audits; verifies accuracy of new or revised HRIS components, methods and processes.
  • Designs, develops and delivers technical training to other County employees. Coordinates training program content and delivery with HRIS Training Support Team for current, new and enhanced HRIS procedures.
  • Participates in strategic HRIS short and long range planning.
  • Manages and assists with data preparation & conversions.
  • Responsible for regular HR Management reports, ad hoc reports and staff data.
  • Develops and runs audits of HRIS system to ensure accuracy of data entry by HRIS production team.
  • Makes corrections to data entry errors in HRIS system and clearly documents all changes.
Specific Tasks for Training and Employee Relations Advisor
  • Leads training and employee relations operations.
  • Assists and provides input for general employee and labor management issues.
  • Participates in collective bargaining unit meetings and contract negotiations.
  • Plans and conducts organizational assessments and, based on findings, makes recommendations for improvement.
  • Coordinates and implements ongoing Countywide management training seminars.
  • Partners with County and department administration on the periodic review and revision of Administrative Regulations, Orange County Policy, Operational Regulations, and departmental operating procedures.
  • Analyzes data and develops reports for activities managed or monitored by the section.
Specific Tasks for Convention Center Training Advisor
  • Oversees the department’s training component.
  • Develops and administers needs analysis to determine depth and scope of training needed for performance improvement.
  • Designs and develops in-house training and instructional programs.
  • Conducts training workshops for all department employees to include orientation, basic skills, customer service, and supervisory skills training.
  • Oversees the development of the employee newsletter.
 
Minimum Qualifications
   Requires a Bachelor’s degree from an accredited institution in Human Resources Management, Business, Public Administration, or a closely related field and six years of professional (FLSA exempt level) human resources experience in benefits, recruitment, testing/assessments, compensation, employee development/training, employee relations, HRIS or in an HR generalist role, based on area of assignment.
 
Preferences
   Master’s degree and professional certification in a related area.
