| General Functions |

Performs specialized professional work supervising the planning, design and development of county parks and recreation facilities.
May be designated to administer the division in the absence of the Division Manager and the Assistant Manager.
This is supervisory work coordinating the Parks and Recreation Division planning, design and development activities for parkland and recreation facilities.
An employee in a position allocated to this classification is responsible for long and short range planning, drafting and implementing the five year capital improvement program, overseeing the preparation of master plans, site plans and analyses, detailed utility plans, as well as construction plans and specifications. Duties also include implementation of development plans from the bid process through final acceptance. Responsibilities include supervising various development programs implemented within the Parks and Recreation Division and working with the Purchasing Department to coordinate the bid and award process.
Coordinates work with the Construction Administration Division for implementation of project contracts as well as term of final acceptance, including submittal of approval and making necessary field inspections to review project progress.
Direction is received from the Division Manager, who evaluates performance for compliance with division and county regulations and achievement of desired results.

| Representative Duties /Assignments |

- Provides technical and administrative supervision to subordinate supervisory personnel.
- Ensures proper permits (both construction and environmental) have been properly applied for and received on construction projects.
- Heads grant application team.
- Plans, schedules, supervises, directs and reviews the work of the Park Planning and Development section.
- Responsible for overseeing the application process for State and Federal development assistance programs.
- Prepares yearly Capital Improvement Program for approval by Division Manager, to include all budgetary information for each development project.
- Implements Capital Improvement Program from design stage through final acceptance, coordinates projects with outside professional consultants and contractors where needed and supervises projects performed with division personnel.
- Supervises the park planning personnel in special studies such as needed assessments, growth management policy and the overall division master plan updating and development process.
- Heads division design team in the preparation of master plans, site analyses, site plans, utility plans and construction plans.
- Performs related duties as required.

| Minimum Qualifications |
| |
Graduation from an accredited college or university with a Bachelor’s degree in Park Planning, Park and Recreation Administration, Landscape Architecture or a related field and three years experience in park and recreation design and/or park and recreation development, including two years in a supervisory or management capacity. |
