| General Functions |

This position is responsible for assisting the Mayor with creating, communicating, implementing, and sustaining strategic initiatives and public policy. The Chief of Strategy & Public Policy will work with, and across all departments to establish specific plans, deliverables and measurable objectives. This position will be responsible for informing the citizens, the public, Board of County Commissioners and employees through the news media outlets and communication events on plans, topics and issues relating to Orange County’s initiatives and public policy. |

| Representative Duties /Assignments |

- Provides assistance to all County departments on major public policy issues.
- Engages in policy development.
- Maintains a working knowledge of significant developments and trends in County and Municipal governments.
- Prepares position papers identifying public policy issues, their impact on the organization and citizens of Orange County.
- Helps develop and write proposals to fund County programs and initiatives.
- Assures that the organization has a long-range policy plan to achieve its goals and objectives.
- Helps plan strategies to implement policies.
- Develops and disseminates issues briefs/white papers on various policy issues.
- Serves as a proactive liaison to the community and news media for the County.
- Works in conjunction with Communication’s Division to coordinate communication efforts to inform and update the community about the County’s programs through news releases, media tip sheets, media event fact sheets, video presentations and other communication methods.
- Works in conjunction with Communication’s Division to produce video stories of County Programs for Website, community outreach events, Orange TV and various meetings.
- Monitor media reports and editorials pertaining to the County’s programs and prepare appropriate responses.
- Engages in research, writing and other actives to provide analysis and critical thinking on issues affecting the organization.
- Attends meetings as appropriate.
- Assists County Administrator with any special project as assigned

| Minimum Qualifications |

Bachelor’s degree from accredited institution in Public or Business Administration, Political Science, Organization Communications/Management, or a closely related field. Five (5) years of progressively responsible experience in media, public relations, public policy or a related field, of which two (2) years must have been in a management capacity.
Strong organizational skills to plan, implement and administer public policy initiatives. Must possess the interpersonal skills to work with a wide range of people including legislators, public officials, community leaders, outside advisors, county citizens, etc. Must be detail oriented with excellent oral and written communication skills.
