| General Functions |
| |
Provides professional, technical and administrative direction for the operation of the Telecommunications Services Unit. Manages the voice network by preparing new system designs, modifying existing designs, and reviewing traffic statistics, numbering plans, and switch capacities. Discusses designs with customers and vendors and negotiates vendor contracts. |

| Representative Duties /Assignments |
| |
- Plans, schedules, directs, supervise and monitors staff.
- Provide training direction and career path guidance for staff.
- Review, formulate and execute policies and procedures for the Telecommunications Services Unit.
- Attend administrative meetings to set policy and to discuss projects.
- Manage the voice network by preparing new system designs, modifying existing designs, reviewing traffic statistics, numbering plans, and switch capacities.
- Discuss designs with customers and vendors and negotiate vendor contracts.
- Develop short-term plans including resource allocations and requirements on projects to be completed within nine months. Develop long-term plans on projects to be completed within five years.
- Monitor industry trends by reading publications, talking to vendors, and meeting with counterparts in Telecommunications Management.
- Measures performance by reviewing statistics for service and repair request responses. Prepare quarterly report and analysis.

| Minimum Qualifications |
| |
Bachelor’s degree in Telecommunications. Five years progressively responsible experience in the telecommunications field to include design, project management, and day-to-day operations management of telecommunications systems and staff or an equivalent combination of education, training, or experience. |

| |
Experience in multi-location PBX and data communications network preferred. |
