EMS/DISASTER PROGRAM MANAGER

General Functions
   Manages the Emergency Medical Services office to ensure program operations and administration of EMS quality assurance, medical direction, health education and coordination of health and medical functions during a disaster. Manages the coordination and regulation of Orange County’s EMS system that includes all public and private EMS providers, all non-emergency transport providers and hospitals that receive emergency medical patients.
 
Representative Duties /Assignments
  
  • Administers the EMS Quality Assurance, Health Education, Medical Direction and the Comprehensive Health Related Information System for the countywide Emergency Medical Services system.
  • Supports and directs EMS Advisory Council and associated committees.
  • Coordinates and plans for Orange County Health and Medical Disaster response (ESF 8).
  • Manages and directs EMS/Disaster Health program staff.
  • Prepares, administers and monitors compliance of numerous contracts, including Medical Director and countywide ambulance Services.
  • Manages EMS Awards Grant funding and reporting.
  • Participates in State and County EMS/Disaster Planning.
 
Minimum Qualifications
   Bachelor’s degree in Public Safety, Public Health and Business or Public Administration and five years of experience in the management of an EMS agency, pre-hospital patient care, disaster planning, quality management planning and implementation or health information management; or an equivalent combination of relevant education, training or experience.
 
Preferences
   Current Paramedic License. Experience in database management, disaster response coordination, or health planning.
