SUPERVISOR, APPRAISAL SECTION

General Functions
   Responsible for effective and efficient management and operation of Orange County Real Estate Management Division Appraisal Section. Duties are performed within the guidelines of quality standards, operation objectives and goals established by Real Estate Management. Develops and maintains a consultative approach, anticipates client demands, thinks strategically, and is both proactive and reactive as situations dictate. Participates or assumes the lead in development of special projects assigned by management.
 
Representative Duties /Assignments
  
  • Provides supervision, administration and training of employees assigned to the Appraisal Section. Ensures that information regarding County, Divisional and Management practice, policies and procedures are adhered to by direct reports. Conducts performance appraisals, job training and counseling when necessary to improve job performance and maintains effective lines of communications.
  • Plans, directs and manages contracted appraisal services for the division. Incorporates procedures for contracting and monitoring expenses and payments. Assists in planning and organizing the programs of the Real Estate Management Division, Appraisal Section, and participates in formulating policies and procedures.
  • Assists the Assistant County Attorneys in any and all matters regarding appraisals for litigation and preparation of condemnation suits as a result of unsuccessful negotiations. Maintains a close working relationship with other sections within the division and customers in other divisions. Interacts with customers, to include meeting attendance, in providing Real Estate guidelines and advice concerning appraisal-related issues. Prepares monthly reports for Division Management clearly outlining the success and position of the Appraisal Section on relevant matters.
  • Schedules, assigns and monitors all appraisal assignments. Schedules, monitors and tracks all assigned projects through the Division’s computer tracking system. Responsible for the direction of the appraisal staff in their efforts to perform appraisals, reviews, cost estimates, coordinate litigations & eminent domain proceedings, with fee appraisers, project reporting and records management.
  • Projects include but are not limited to road right-of-way, drainage and construction easements, environmentally sensitive lands, park sites, and right of entries. Actively participates in complex appraisal problems, CIP cost estimates and RCA process.
 
Minimum Qualifications
   Bachelor’s degree in Business, Real Estate, Finance, Public Administration or a closely related field and four years of professional real estate appraisal experience to include one year of supervisory experience; or an equivalent combination of relevant education and experience. State certified as a General Real Estate Appraiser.
 
Preferences
   Experience in appraisal and review of real estate appraisals for eminent domain. Experience with word processing, spreadsheet computer applications and windows applications.
