NETWORK PERFORMANCE ANALYST

General Functions
   Responds to user complaints to resolve problems associated with the County telecommunications (both voice and data.) Diagnosis problem source through discussions with users. Coordinates with internal support functions and vendors to resolve problems. Follow-up with users to ensure problem resolution and develops supporting documentation of all activities.

Provides management with the necessary information and recommendations to make changes and additions regarding telecommunications voice and or data networks (primarily PBX voice messaging ACD applications). Applies traffic engineering and cost benefit analysis techniques to optimize the applicable networks.
 
Representative Duties /Assignments
  
  • Audits telecommunication circuits and/or services to confirm accuracy, cost and application.
  • Programs, manages and supports a computerized County-wide call accounting system.
  • Collects data and performs cost analysis of network utilization.
  • Administers and manages multiple voice and data systems.
  • Designs voice networks and coordinates the installation with County agencies, telephone companies and equipment vendors. Evaluates the impact of new applications to these systems.
  • Maintains trunk/circuit information for County PBX and voice mail systems (primarily Lucent and Nortel products).
  • Performs other related voice and data networking tasks as assigned.
  • Designs and orders PBX network services with telephone and communications companies for installations, changes, and repairs.
 
Minimum Qualifications
   Bachelor’s degree in Telecommunications, Computer Science or related field and four years experience in PBX, Voice Messaging, ACD applications, Call Accounting Systems analysis, problem determination, network planning, traffic engineering and design techniques. Eight years of progressively responsible experience in the telecommunications field may be substituted for the required degree.

All Microsoft office products, Call accounting, Call management and Voice Response Units.
 
Preferences
   Understanding of cost benefit analysis and minor understanding of accounting budgeting practices.
