| General Functions |

Performs professional duties in providing the technical and managerial direction for the Systems Development unit as well as coordinating work with other Data Center units and County Departments.
This is advanced technical work with supervisory and administrative responsibilities in the coordination and supervision of programming and systems applications for large, centralized data processing operations.
Responsibilities include planning, assigning and reviewing the work of technical subordinates engaged in systems analysis, design, programming and implementation of data processing applications; implementation of major changes in data processing resources, including equipment, staffing and organization; and development of basic changes in methods and techniques used. Considerable independent judgment, technical expertise and initiative are exercised in systems design, development and problem resolution utilizing project management and system design methodologies. General supervision is received from the Data Systems Manager, who reviews and evaluates the unit’s accomplishments in meeting assigned objectives.

| Representative Duties /Assignments |

- Plans, directs and supervises the work of assigned unit staff.
- Develops and monitors application development standards and procedures.
- Trains and assists programming staff with complex systems design problems and recommend remedial instruction and specialized training in advanced techniques; provides technical guidance and assistance to unit staff.
- Prepares work plan and work schedules and monitors progress of projects.
- Assists in the formulation of project objectives and system development requirements.
- Develops and implements training plan for assigned staff.
- Develops and maintains professional contacts with other County departments and other data processing units.
- Performs additional related work as required.

| Minimum Qualifications |
| |
Graduation from an accredited college or university with a Bachelor’s degree in Data Processing, Math or a closely related field and five years of full time, responsible programming experience, including three years of data processing supervisory experience; or graduation from high school or equivalent and eight years of full time, responsible programming experience including three years of data processing supervisory experience. |
