CONTRACTOR CERTIFICATION COORDINATOR

General Functions
   Assists individuals applying for Contractor Certification and maintains records of all locally certified contractors.

This is responsible administrative and technical work coordinating the testing of contractors, the issuance of certification and the maintenance of applicable records.

An employee in a position allocated to this class is responsible for the planning, preparation and administration of contractor certification tests in Orange County. The employee is also responsible for the issuance of certificates to qualified contractors and maintaining appropriate records. The employee is also delegated decision authority as to whether contractors have valid certification to secure specific permits.

Duties include considerable public contract work and require a broad knowledge of state and local laws and regulations relative to contractor certification and licensing. Must be able to inform the public of licensing requirements for specific construction specialties. Must have a complete knowledge of the administration of the Block and Associates examinations.

Work requires the ability to make independent decisions and to recognize when decisions need confirmation from a supervisor.

Work is performed under the general supervision of an assigned supervisor and is reviewed for achievement of desired results.
 
Representative Duties /Assignments
  
  • Establishes the policies and operating procedures of the County’s licensing service with approval of the Building Officials.
  • Arranges and schedules Block and Associates exams in Orange County.
  • Issues certificate and maintain records of the certificates or licenses issued and the testing required for certification.
  • Explains to the public the Block system of tests and the state and local requirements for contractor licensing, to include fees, documentation of experience, schedule and location of test site.
  • Determines if license is needed and what type is required to perform construction work in all specialty areas.
  • Receives and follows up on complaints against contractors, forwarding information to assigned supervisor.
  • Supervises other employees when assigned.
  • Performs other related duties as assigned.
 
Minimum Qualifications
   High school graduate or equivalent and four years of experience in Building Contractor Certification, licensing, or permitting.

Must have the ability to communicate well with the public while discussing, explaining and interpreting state laws and local ordinances relative to contractor certification.
