SENIOR ANIMAL SERVICES OFFICER

General Functions
  

Under general supervision of the Program Manager or designee, assigns, supervises, reviews and evaluates the work of Animal Services Officers; enforces the Orange County Animal Services Code and Florida State Statutes regarding stray, dangerous and nuisance animals; investigates complaints; captures animals, ensures humane animal protection, sheltering, and control.

This is the first supervisory level in the Animal Services Division, providing field and kennel supervision to the Animal Services Officers and is responsible for monitoring the actions of the officers in the field or kennels and to provide technical advise and support in complicated situations.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.

  • Performs all regular duties of the Animal Services Officers.
  • Provides supervision, training, work review, and evaluation to Animal Services Officers; organizes and assigns work, both in the field and in the kennel, sets priorities and follows up as needed.
  • Effectively recommends selection decisions, disciplinary matters, and other personnel decisions.
  • Investigates complaints from the public and other agencies regarding nuisance, stray, uncontrolled, dangerous, wild or diseased animals; performs rescue of stranded or injured animals.
  • Conducts investigations of complaints regarding animal cruelty; investigates animal bites, arrange for appropriate identification and quarantine.
  • Responsible for morning feedings and waterings, cleaning, disinfecting, euthanasia, incineration, medical treatments, laboratory work, bathing animals in tick dips, and all aspects of animal care for animals in custody of Animal Services.
  • Learn general animal diseases to help determine proper disposition for an animal.
  • Prepares deceased animals that are suspected of being rabid and forwards specimens for examination.
  • Explains state and local laws, codes and ordinances relating to the care and control of animals, filing of complaints, and policies of the shelter to the public.
  • Issues citations for violations of applicable regulations; patrols assigned areas of the county as required.
  • Assists other agencies and County departments with animal control and handling activities.
  • Operates humane traps, mobile radios, and related animal control tools and equipment, including tranquilizer guns and drugs; performs euthanasia as required.
  • Maintains a variety of statistical and production records and prepares daily reports related to the Animal Services Division’s performance.
  • Assists with the investigation of complaints against Animal Services Officers.
  • Performs other related duties as assigned.
 
Minimum Qualifications
  

High school diploma or equivalent.

Four (4) years working experience, with three (3) years experience as an Animal Services Officer, the remaining experience working with the public resolving problems/complaints, dealing with enforcement related issues, or supervisory experience.

Supervisory experience can be substituted for two (2) of the three (3) years experience as an Animal Services Officer.

Ability to communicate clearly, both orally and in writing.

Ability to follow and understand procedures.

Maintain a home telephone number and possess a valid Florida Driver’s License.

Within six (6) months of hire, successfully complete and/or obtain the following:

  • A mandatory forty (40) hour Animal Control Course as required by Florida Statutes.
  • Orange County Animal Services Officer Training Course.
  • A sixteen (16) hour Chemical Capture Course.
  • State of Florida Incinerator Certification.

OR

Within one (1) year of hire, based on area of assignment, successfully complete and obtain:

  • A sixteen (16) hour Euthanasia Certification Course.
