| General Functions |
| |
Performs advanced bookkeeping and accounting duties, customer account or medical billing duties requiring initiative and independent judgement in the application of established work methods and procedures.
Work is performed under the general supervision of the assigned supervisor and is reviewed for compliance with division objectives and policies for achievement of desired results.

| Representative Duties /Assignments |
| |
Duties may vary based on area of responsibility:
Accounting & Bookkeeping
- Prepares and maintains accounts payable and revenue records. Analyzes and reconciles accounts to identify discrepancies.
- Prepares and maintains fiscal records and accounts relating to fund expenditures, project costs, contractors’ invoice, and payroll projections. Receives, audits, verifies and processes invoices and travel reimbursements. Prepares budget transfer requests.
- Prepares purchase orders and field purchases orders. Maintains accurate records of goods and services ordered and received. Prepares bills for the purchase of services and maintains bill system records.
- Prepares monthly and quarterly financial reports for funds, grants and projects to accurately track revenue and expenditures. Maintains an automated accounting system.
- Prepares payroll timesheets for processing.
- Assists in the preparing and monitoring department/division budget and expenditures.
- May provide functional guidance to other accounting or clerical staff.
Customer Account Billing
- Processes customer letters with regard to high consumption and billing queries.
- Reviews customer utility accounts for necessary bill adjustments. Prepares and enters adjustments into billing system.
- Processes liens, bankruptcies, returned checks, and work/service orders.
- Maintains various spreadsheets for reconciling purposes.
- Works with Engineering and Development to calculate fees applicable to water and wastewater connection.
- Creates commercial and residential accounts on the billing system.
Medical Billing
- Manages Assigned Patient Accounts, which includes collection efforts, posting payments to accounts, changing data to bring account up to date, updating account activity, and preparing invoices.
- Processes letters of medical necessity, Medicare and Medicaid appeals/denials, third party billing, etc., in a timely manner.
- Enters claims into billing software, including personal patient information, medical information and account historical activity.
- Assists patients with insurance company claims and general billing questions in writing, telephone or personal contact.
- Reviews, analyzes and prepares Emergency Medical Services and assist in the preparation of the Fire Loss Management (FLM) documents for accuracy and completeness of billing. Audits and prepares billing for services provided by the division. Maintains billing system records with department guidelines and procedures.
- Assists in the monitoring of accounts and acts as a peer trainer to new employees. Assists in other accounting areas or on special projects as needed.

| Minimum Qualifications |
| |
Accounting, Bookkeeping & Customer Service Billing
Graduation from high school or equivalent and four years of accounting or financial experience. College training in Accounting, Finance or Business Administration or a closely related field may be substituted for experience on a year-for-year basis.
Medical Billing
Graduation from high school or equivalent and two years of Medicare, Medicaid and third party insurance and/or Medical Administrative field. College training in Accounting, Finance or Business Administration or a closely related field may be substituted for experience on a year-for-year basis.
May be required to demonstrate intermediate to advanced proficiency in spreadsheet and word processing software.
Health & Family Services
Selected applicant may be subject to a background screening and fingerprinting for which he/she must bear the cost and must obtain favorable screening results in order to obtain employment.
