SENIOR CONTRACT ADMINISTRATOR

General Functions
  

This position performs advanced professional and administrative work in the review, analysis, formulation, and enforcement of formal written contractual agreements for the County’s professional services, goods and services, and construction projects. This position is responsible for ensuring that the County’s contractual procedures operate effectively and efficiently in compliance with applicable Federal, State, and County laws and regulations. Duties include managing the full lifecycle of complex contracts, ensuring compliance with regulations for departments, divisions, and agencies under the jurisdiction of the Board of County Commissioners.

Work is performed using independent judgment under limited supervision of the assigned supervisor and is reviewed through meetings, conferences, reports and results achieved.

 
Representative Duties /Assignments
  

Duties may vary based on area of assignment. The following are representative duties; it is not the intent to capture all duties performed by this classification.

  • Formulates and prepares Requests for Proposals (RFPs) for professional services and Invitations for Bids (IFBs) for construction and capital improvement contracts, including Board agenda items, contracts, amendments, task authorizations, and change orders.
  • Reviews procurement packages and supporting documentation, including specifications, funding information, and technical requirements to ensure completeness, clarity, and contractual feasibility.
  • Evaluates construction bids and professional service proposals for responsiveness, responsibility, pricing data, scope of services, contract terms, and Minority/Women Business Enterprise (M/WBE) participation.
  • Provides guidance on Good Faith Effort requirements, compliance reporting, bid evaluation results, and M/WBE subcontract content (e.g., prompt payment provisions); compiles data for the M/WBE Advisory Board Committee.
  • Coordinates and participates in pre-bid/proposal conferences, oral presentations, selection meetings, workshops, and evaluation processes; interacts with contractors, vendors, consultants, providers, and using divisions on procurement documents, procedures, and selection criteria.
  • Assists divisions with award criteria development, professional service contract negotiations, and resolution of contractor, subcontractor, vendor, or provider conflicts.
  • Reviews amendments, task authorizations, pay requests, and negotiated change orders for contract conformance, fee accuracy, and percent of contract price increases.
  • Monitors contractor, consultant, vendor, and provider performance through compliance reviews, inspections, site monitoring, utilization reporting, and verification of M/WBE participation and payments.
  • Investigates and reviews certification applications and supporting documentation through desk audits, site visits, and document reviews; maintains certification databases and performance statistics.
  • Develops and maintains procedures, databases, and tracking systems for contract administration, insurance and bond review, and service agreements; assists with training and implementation of best practices.
  • Coordinates with departments, divisions, agencies, Legal, Risk Management, Procurement, Real Estate, program staff, leadership, and external partners to ensure proper execution of agreements and compliance with Federal, State, and County contractual requirements, including identification of compliance issues and coordination of corrective action efforts as needed.
  • Serves as division liaison for displaced workers and service-disabled veteran registration; participates in committees, meetings, community events, and expos as assigned.
  • Performs other related duties as assigned.

Youth and Family  

  • Performs advanced operational oversight and contract administration functions in support of Youth & Family Services programs and service delivery.
  • Monitors provider, vendor, and contractor performance through site reviews, inspections, and operational assessments to ensure compliance with contractual obligations, licensing requirements, inspection requirements, and other applicable operational standards.
  • Supports operational processes associated with contract compliance, including monitoring work orders, vendor responsiveness, asset-related operational issues, and coordination with internal and external partners to support service delivery and contract requirements.
  • Coordinates and compiles documentation for administrative, contractual, and regulatory reviews and validates data for accuracy, completeness, and compliance prior to final approval and submission.
  • Assists in developing and implementing contract compliance processes, procedures, training, and best practices to support operational effectiveness.
  • Chairs or participates in contract, compliance, safety, or operational review committees as assigned.
 
Minimum Qualifications
  

Bachelor’s degree from an accredited institution in Accounting, Finance, Business Administration, Public Administration or a closely related field.

Three (3) years of experience reviewing, preparing and/or monitoring of procurement contracts, auditing financial/grant/service contracts, auditing and reviewing proposed contracts/grants, or monitoring and evaluating compliance.

In lieu of the degree requirements, additional relevant experience may be substituted on a year-for-year basis.

Based on area of assignment, may be required to possess and maintain a valid State of Florida Driver’s License by date of hire.

 
Preferences
  

Certified Compliance Administrator (CCA) with the American Contract Compliance Association or a Certified Professional Public Buyer (CPPB).

Knowledge of the State of Florida’s compliance process for the Consultants’ Competitive Negotiation Act (CCNA).

Knowledge of State and/or County Government procurement and contract processes.
