| General Functions |

Performs responsible planning and administrative work and developing and implementing a variety of federal, state and local community development and housing programs to include, but not limited to, the Community Development Block Grant, Home, and Emergency Shelter Grant and State Housing Initiative Partnership Programs.
Duties are performed with considerable independence using professional planning and techniques. Direction and supervision is received from the Program Manager who assigns and reviews work.

| Representative Duties /Assignments |

This is highly responsible planning, program development, and technical assistance work. Responsible for the more difficult areas of planning, program development, and administration. This includes significant technical support to non-profit agencies, neighborhood organizations, division staff, and advisory boards.
Plans and implements citizen participation for grant applications which include public hearings. Provides significant technical staff support through formal presentations, publications, research and reports. Assist with research writing, publication and distribution of Orange County’s Consolidated Strategic Plan for federal grant programs.
Assists in the evaluation of funding proposals, makes recommendations based on eligibility and cost effectiveness (CDBG, ESG, HOME Projects), issues consistency certification, and writes letter of project support.
Coordinates Environmental Assessments with appropriate state and local agencies. Prepares or assists in preparation of agreements for project administration, inter-local agreements, requests for proposal, and housing and neighborhood analysis studies. Writes reports, letters, and memoranda.
Exercises mature, independent, and professional judgment based upon prior experience, and the best available data for determining appropriate strategies, programs and recommendations.
Perform other duties as assigned.

| Minimum Qualifications |
| |
Bachelor’s degree in Planning, Public Administration, or applied Social Sciences (Economics, Business Management, Communications or Education) and three years of responsible experience in federal, state, and local government housing and community development; or an equivalent combination of education, training, or experience. |
