| General Functions |

This position is responsible for the management, operations, accountability and efficiency of the Division. Administers the County’s construction plan review, permitting and inspection programs. Directs, organizes and provides administrative guidance for all division functions.

| Representative Duties /Assignments |
| |
Duties may vary based on area of assignment. The following are representative duties, it is not the intent to capture all duties performed by this classification.
- Assigns and directs the activities of Plans Examiners, Inspectors, Permit Analysts and other division personnel.
- Serves as liaison to the construction industry, State agencies and the public.
- Reviews Federal and State regulations affecting construction and determines the impact on County, citizens and customers.
- Develops strategic plans, management policies, and operational procedures.
- Provides final authorization for the interpretation and compliance to code prior to Board presentation.
- Develops and monitors the Division budget.
- Anticipates needs and projects expenditures for line item amounts.
- Responsible for various personnel matters including hiring, discipline, training and development, performance appraisals and related activities.
- Presents policy issues and recommendations to the Board of County Commissioners.
- Adopts policies and procedures to ensure professional, efficient and effective customer service.
- Directs Division emergency response for natural and man-made disasters.
- Performs other related duties as assigned.

| Minimum Qualifications |
| |
Bachelor’s degree from an accredited institution in Construction Management, Civil Engineering, Architecture, Public or Business Administration or a closely related field.
Ten (10) years of experience in construction or public administration, to include five (5) years of management experience of a code compliance program.
In lieu of the degree requirements additional relevant experience may be substituted on a year for year basis.
