Richard L. SpearsFlorida Ethics Commissioner Richard L. Spears, then a senior member of the staff of US Senator George Murphy of California, helped to draft legislation which blended several modal administrations into what is now the US Department of transportation.  He is former Chairman of the Orange County Planning & Zoning Commission, former President of the Orange County Homeowners Association Alliance, former Managing Director of the National Transportation Safety Board, former Chairman of the Blue Ribbon Commission on Orange County Infrastructure, former Chairman of the Orange County Task Force on Public Notification and former Chairman of the Florida State Commission on Ethics.

Currently, Mr. Spears is serving as one of the four founding members of the newly formed Coalition of Community Associations – Florida (COCA).  COCA aims to represent community associations (Homeowners Associations, Condo Associations and Neighborhood Associations) before legislative bodies in a positive way which will ensure neighborhood tranquility, stability and property values.

A veteran of both the broadcasting and aerospace industries, Mr. Spears participated in the propulsion programs for the original Polaris (USN) and Titan (USAF) programs while in a management position with the Aerojet-General Corporation.  In Hollywood, he worked with RKO General as the producer of the documentary series "Where Do We Go From here?" and as an advisor to the original "Lost in Space" network television series.

An Air Force officer during the Korean War, Mr. Spears was graduated from Miami University, Oxford, Ohio and did graduate work at the University of Maryland, the University of Southern California and Sussex University in England.  Married to the former Nancy Imboden, an official of Golden Retriever Rescue of Mid Florida, he is the father of Dr. Brenda L. Young, Chairman of the Department of Natural Sciences at Daemen College in Western New York.
