DENNIS L. O'NEIL

Mr. O'Neil holds a Master Degree in Public Administration from the University of South Carolina and Bachelors Degree in Liberal Arts from Clarion University of Pennsylvania. He retired from the Department of the Army after 35 years of service, first as an Infantry officer and then as a civilian employee.
His last civilian position was as management and program analyst under the Office of the Garrison Commander, Fort Stewart, Georgia. In that position, he wrote the Organizational Self Assessment that put Fort Stewart in the running for the 2004 and 2005 Army Communities of Excellence Awards, worldwide competitions among U.S. Army garrisons. Fort Stewart subsequently won first place in both competitions, as well as the 2004 and 2005 Commander-in-Chief's (President's) Annual Award for Installation Excellence.
His other civilian positions, all at Fort Stewart, were (in chronological order): the installation records manger, deputy chief of the Adjutant General (AG) Personnel Services Division, chief of the AG Administrative Services Division, and chief of the Directorate of Information Management Information Services Division.
As an Infantry officer, Mr. O'Neil served, in chronological order, as a platoon leader and then a range control officer in Germany; an advisor to Vietnamese army officers in Phu Bon Province, South Vietnam; the assistant post race relations officer, a company commander, and the Army Bicentennial project officer at Fort Jackson, South Carolina; a battalion adjutant in South Korea; and an advisor to Army National Guard units and U.S. Army Reserve units in Indiana.
Concurrent with his employment at Fort Stewart, Georgia, Mr. O'Neil was elected to and served two terms (eight years) as a councilman for the City of Richmond Hill, Georgia, for the last six years he was the Mayor Pro Tempore. Prior to that, he served three years on the City Planning Commission. Mr. O'Neil was also a team captain in the East Orlando Relay for Life; board member for the YMCA of Richmond Hill; member of the American Cancer Society Board of Richmond Hill; chairman of the Richmond Hill Relay for Life; president elect, president, past president, and member of the Exchange Club of Richmond Hill; admissions chairman for the Great Ogeechee Seafood Festival; member, Bryan Lodge No. 303, F & AM; scoutmaster of Boy Scouts of America Troop 527 in Richmond Hill; chairman of Fort Stewart's English as a Second Language Committee; president of the Richmond Hill Chapter of the Georgia Supporters of the Gifted; and member of the South Bryan County Development Authority.
Mr. O'Neil and his wife, Rose, have four children: a son, Steven, in New York City; a daughter, Annette, a son-in-law, Steve, and a grandson, Gavin, in Orlando; a son, Shawn, in Savannah, GA; and a daughter, Lisa, in Thailand.
