Enabling Legislation:
Resolutions were adopted by the Board of County Commissioners on October 3, 1972 and June 25, 1981. The Council was reconstituted by the BCC on April 20, 1982. Amended by the BCC on January 3, 1984 and September 3, 1985. On December 22, 1986 the resolution was amended to increase membership by one. On September 7, 1993, the Board of County Commissioners approved revising the categories for appointments and representation on the Emergency Medical Services Council. On September 21, 1999, the Board of County Commissioners adopted Resolution No. 99-M-33 renaming the Emergency Medical Services Council "Emergency Medical Services Advisory Council," reconstituting the board as to duties, number of members, and membership qualifications, and reorganizing the board's responsibilities and duties. On December 20, 2005 the Board of County Commissioners approved Resolution No. 2005-M-57 revising the categories for appointments and representation and changed the length of each term from two years to three years.
Membership:
The membership of the Advisory Council shall consist of thirteen (13) members. Members shall have those qualifications set forth as follows: 1. The Chief of the Orange County Fire Rescue Department shall serve as an ex officio and voting member of the Advisory Council. 2. The Chief of the City of Orlando Fire Department shall serve as an ex officio and voting member of the Advisory Council. 3. Two (2) members shall each be employed by the Fire and Rescue Department of a different signatory participant (other than Orange County and the City of Orlando) in the current agreement establishing the Orange County Emergency Medical Services System. 4. One (1) member shall be employed by the largest, non-fire based employer of an advanced life support service, as such is defined in Section 20-51, Orange County Code. 5. Three (3) members shall each be employed by a different licensed hospital whose principal operations are located in Orange County. 6. One member shall be a licensed physician practicing in Orange County. 7. Two (2) members shall be members of the general public who shall represent the interests of consumers of emergency medical services in Orange County. One of the members shall represent elder citizen interests, whenever possible. 8. One member shall be the Chairman of the Medical Control Committee of the Advisory Council serving as an ex officio and voting member of the Advisory Council. 9. One member shall be the Chairman of the Operations Committee of the Advisory Council, serving as an ex officio and voting member of the Advisory Council. 10. One member shall be the Medical Director or the chief executive officer of any corporation named to serve as such Medical Director serving as an ex officio and non-voting member of the Advisory Council. 11. One member shall be the head of Orange County Emergency Medical Services Office serving as an ex officio and non-voting member of the Advisory Council.

Term Length: 3 Years
Term Of Office:
Terms of office shall be for three years. A member having served two full three-year terms may serve only one additional three-year term upon approval by a supermajority (5) vote of the Board of County Commissioners. A member appointed to fill an unexpired shall only be eligible for two full terms thereafter.
Powers and Duties:
The Emergency Medical Services Advisory Council is charged with the primary functions of (i) strategic planning for the emergency medical services system and (ii) evaluating and forwarding to appropriate authorities those recommendations received by the Advisory Council from its standing committees (the Medical Control Committee and the Operations Committee). The Advisory Council shall be vested with the following duties and responsibilities: 1. To survey, study, evaluate, and provide recommendations to the Board of County Commissioners for improving all aspects of the emergency medical services system in Orange County and recommendations concerning the performance of the Medical Director. Further, the Advisory Council may provide recommendations on any such matter at any time to the Orange County Emergency Medical Services Office (EMSO), the Medical Director, and/or the County Administrator. 2. To provide counsel to, and discussion with, any procurement committee established under counties policies and procedures when such procurement committee is charged with consideration of, or recommendations concerning, emergency medical services procurement matters, including contracting for a Medical Director and ambulance transport services. 3. To review and comment to the EMSO upon the credentials of any party contemplated by the Medical Director for retention as an associate medical director (or any similar capacity) for service within the county emergency medical services system. 4. To review and comment to the EMSO concerning the award by the Board of County Commissioners of certificates of public convenience and necessity as such are provided for by pertinent statutes and ordinances. 5. To review and make recommendations to the EMSO concerning budget and use of Florida EMS Awards funds.
Meetings:
The EMS Advisory Council meets on the fourth Wednesday of each month at 9:00 am at the Facilities Management Training Room, 2010 E. Michigan Street, Orlando, FL 32806.

Notes:
The Medical Control Committee and the Operations Committee meet on the first Wednesday of the month at 9:00 am and 10:30 am, respectively, at the Health Services Building, 2002-A East Michigan Street, Orlando, FL 32806. The Educational Sub-Committee and the EMS Communications & Technology Sub-Committee meet as needed.
