Underground Utility Pipeline Contractors Board of Examiners

County Ordinance No. 72-8 was adopted by the Board of County Commissioners on December 5, 1972, and was amended by County Ordinance No. 81-9 on April 29, 1981. County Ordinance No. 86-3 further amended the original ordinance. County Ordinance No. 2009-31 was adopted on October 27, 2009 and amended the membership requirements.
Membership:
The Board of Examiners of Underground Utility Pipeline Contractors shall consist of five members appointed by the Board of County Commissioners: A) Three shall be either state certified general contractors, state certified underground utilities contractors, state certified plumbing contractors, or county certified underground utilities pipeline contractors. B) One shall be a state certified or county certified underground utilities contractor. C) One shall be a registered professional engineer to represent the consulting field. All members of this board shall be residents of the County.

Term Of Office:
All members of this board shall be appointed for terms of two years beginning January 1 of every other year and ending December 31 of every other year. Two members shall be appointed or reappointed only in odd numbered years and three shall be appointed or reappointed only in even years.
Powers and Duties:
The functions, powers, and duties of the Board of Examiners of Underground Pipeline Contractors shall be in general: A) To recommend to the Board of County Commissioners forms for applications for examination, certificates of competency, permits, permit cards, stationery, records, notices of violation, and such other documents as it shall deem necessary for the conduct of its business. B) To examine and pass upon the qualifications of all persons who, within the meaning of this ordinance, must be examined before they engage in underground utility pipeline contracting work where such examination is required by the ordinance. C) To determine that an applicant has passed an examination graded and proctored by the Board or by an examining group or organization approved by the Board; and upon said testing authority of the jurisdiction in which applicant has applied for such primary license a certificate that such examination has been satisfactorily passed. D) To give notices of hearing and conduct hearings upon charges of violations of the provisions of the ordinance by any underground utilities contractor. E) To suspend or revoke the certificate of competency of any underground utility pipeline contractor found by the Board to have violated any of the provisions of the ordinance. F) To hear the appeal of any persons who may be aggrieved by any ruling or order of the inspector. G) To satisfy itself as to the character and integrity of each applicant for a certificate of competency. The Board may require such pertinent information as it deems necessary for such purposes.
